Closed Custom skins design

Guys, does anyone know how to design custom player skins? Any software and tutorials that you can recommend for people who want to learn to make them?

I have GIMP and Jed's HL Model Viewer, is this sufficient?

Ok, point taken, but then how do things work besides the pure graphical part? Is a custom skin some kind of special format, dll library, or..?

I mean you also have to take care of what its movement is gonna look like when it moves in the game.
