Closed Steam Settings problem !

Hi guys, yesterday i did something wrong in my steam settings by mistake and after saving the changes and opened steam
i found all pages of steam is like that :

all pages is like that except "library" page

I have the same settings,delete all browser cookies and restart steam

i saw in steam forum that some people recently have this problem too and the "steam friends unreachable" aswell, it say that is a bug (certificate issue) from steam servers and valve need to do an update to solve it, read it well in this discussions:

won't work anyway, it's a steam bug since the last update so steam has to fix it .. i have the same problem
