i already gave examples of how to balance this including damage
damage could easily be scaled at 200 * level + zms killed
stop stressing because the game CAN be better, this is why its a SUGGESTION
if the owners choose to politely say "thanks for the idea but we're not interested" they will say it

all that good stuff in game which carries between matches came from one of my posts.
maybe it won't happen, which is fair enough, but at least the owners have heard my suggestions on what I think would be cool in the game.
make it unlockable at level 10 or 15
you can't just select it, you have to unlock it somehow but completing achievements in game.
damage is calculated at 250 +zms killed (as a bonus) * level = BOOM
a single use unlock, meaning you have to complete the challange again.
what that challange is, i don't know but its the only way to make it fair.
similar to how getting 1000 infections will gain you a bunch of escape as a zms.
this way participation is rewarded and the spam abuse concern is dealt with.
thats the best i could come up with, this way its fair to all and damage is good but equally not crazy excessive to just kill a room full of zms

using the pre-existing plugin's
my suggestion would be make it a weapon you can select off the menu after every 10 zms kills
this way the plug in for keeping track of player activity is not interfeared with.
you change the weapon plug in so that once 10 zms have been killed you can unlock a vest.
two choices for this
1) make it a weapon you can select (This way you can choose it like a normal weapon)
2) have a command you can type in similar to /get or /reward you could have
/vest
and an option come up like a map vote "would you like to use the vest?"
1. Yes
2. No
if you click yes, you automatically have it equipped
when your character gets infected he goes boom, it gets used.
seems pretty straight forward
in fact the second option doesn't even change anything regarding the base set up
you just redeem your reward for every 10 zms kills
which means you can claim it 5 times before your zms kills are reset and the game works as normal.
250 damage + zms killed (10/20/30/40/50) (max 300 damage) * level = BOOM
260* 1 = 260
300 * 50 = 15k (base zms are made with 16k) (this damage amount can be tweeked
base damage at 200 + zms killed bonus * level = slightly less damage formula
you redeem 1 vest per 10 zms killed as a single use item.
